Release phase is about delivering prototypes. About the REFLOW Collaborative Governance Toolkit, this means testing the tailor governance prototype (keeping on improving) and proposing upgrade/innovation for related policies. At the end of the release phase, common understanding among Pilot cities will be collected in order to share knowledge with other cities, towards replicability. This is the phase where the sense system should strengthen and allow Pilot cities to be aware and independent from the REFLOW project (in order to keep on improving also after the end of REFLOW).
